In a significant move to bolster entrepreneurship across Indiana, a national not-for-profit organization dedicated to promoting entrepreneurship as a civic priority has launched an initiative that aims to lower barriers for aspiring business owners. This initiative, unveiled at the 16 Tech Innovation District in downtown Indianapolis, is known as the Indiana Starters Coalition.
The Coalition’s Foundation
The Indiana Starters Coalition is comprised of eight founding member organizations from various regions of the state, each bringing unique resources and expertise to the table. These organizations include:

- Launch Fishers and the Indiana IoT Lab (Fishers)
- MatchBOX Coworking Studio (Lafayette)
- Muncie Innovation Connector (East Central Indiana)
- Northeast Indiana Innovation Center (Northeast Indiana)
- 16 Tech Innovation District (Central Indiana)
- The Dimension Mill (Bloomington)
- The Pantheon (Southwest Indiana)
Courtney Zaugg, the coalition manager for the eastern United States at Right to Start, emphasized the importance of these organizations in shaping the coalition’s direction and ensuring that entrepreneurship is prioritized throughout Indiana.
Addressing Diverse Entrepreneurial Needs
One of the coalition’s primary objectives is to support entrepreneurs across all industry types, recognizing that the challenges faced by business owners can vary significantly based on their location and sector. Zaugg pointed out that whether you’re running a restaurant in Pike County or developing a software-as-a-service (SaaS) product in Fishers, the barriers to entrepreneurship can be strikingly similar. This inclusive approach aims to amplify the voices of entrepreneurs statewide, ensuring that their needs and challenges are addressed.
Identifying and Removing Barriers
The coalition’s steering committee will play a crucial role in identifying the specific barriers that entrepreneurs encounter when starting new businesses. This includes examining the complexities of obtaining permits, the costs associated with starting a business, and the overall regulatory environment. Zaugg explained that the committee will propose policies aimed at simplifying these processes, making it easier for entrepreneurs to navigate the landscape.
For instance, they will assess how many steps are required to secure permits in various sectors and explore ways to adjust fees that currently pose a financial burden on new business owners. Right to Start has already made strides in other states, launching a similar coalition in Arkansas earlier this year and planning initiatives in four additional states by 2025. Victor Hwang, CEO of Right to Start, highlighted Indiana’s vast potential for new business growth, stating that a supportive environment is essential for fostering entrepreneurship. The Indiana Starters Coalition is envisioned as a catalyst for this change, focusing on creating a more accessible and encouraging landscape for business owners.

As the coalition gears up for its work, Zaugg indicated that they aim to engage with lawmakers during the 2025 legislative session at the Indiana Statehouse.
